HibrTV News Report: Jan-Feb 2010
Join the HibrTV News Report Competition to create news stories about what YOU care about. News reports can be up to 3 minutes long, and about any issue in Lebanon important to young people. Top News Reports get prizes, and all participants get substantial training and support in news/video production. And it's gonna be fun!
Hibr Video Competition Take III Rules:
I. Organizer
The Hibr Video Competition is organized and conducted by the Hibr Multimedia Team, who make up the final decision-makers in the selection process.
II. Eligibility
Any resident in Lebanon or person of Lebanese descent abroad (with or without Lebanese citizenship) is eligible to participate in the Hibr Video Competition. The entrants can submit their entries individually or in the name of a group. There is no limit for the number of entries each individual or group submits.
Entry is free, and people/groups can submit as many entrees as desired. To enter, send an email to video@hibr.me with details of who is on the team (with contact info for each team member), your location (where most of the team lives), and your school, university, or organization affiliation.
III. Requirements
- The news report must be done for Hibr TV, with a microphone with Hibr's NEW logo, a reporter, the whole nine yards.
- Max length is 3 minutes (including beginning intro and ending credits)
- All members of the team must be 30 years old or younger (by the submission deadline)
- Those who live more than one hour from Beirut can participate even if they can't attend the workshops; frequent contact with the Hibr video team is highly encouraged to give feedback on the works-in-progress
- Video Duration: 2 to 3 minutes (including opening screens and closing credits)
- Outside (not in team) actors may be used
- Videos should be produced specifically for this video competition, and should not be distributed or put online elsewhere until after the competition is over.
- Videos cannot contain inappropriate language or images, or incite violence or hate, or break Lebanese law
IV. Timeline... Revised/Extended SUBMISSION DEADLINE! Be sure to get your video in on time!
• January 4, 5-7pm: Introductory TV news reporting workshop with Pamela Kesrouani, Lebanese reporter at the French satellite TV France24 (www.france24.fr) and Dima Saber (Hibr.me, www.hibr.me) (Optional, but we highly encourage all groups/people interested in participating to attend)
• January 11, Monday: All reporting teams submit ideas by email with topics, outline of story, and list of all people to interview
• January 20, Wednesday: Workshop for all teams to review ideas and outline and guidelines for news reporting competition
• January 27, Wednesday: Teams bring all rushes and rough cuts, with story script written, to look at and review in video workshop (highly encouraged)
• February 3, Wednesday: Final videos must be delivered by 7pm, submit at the office or on YouTube
• February 5-12: Online voting
• February 13: Public viewing, judging, and announcing winners! ... and launching of Hibr newspaper Issue 3 and the NEXT video competition!

V. Submission
Video submissions should be brought to our offices or submitted online.
Submissions sent to the office should be on DVD or USB, and should clearly show the name of the video and the name of the team or team-members.
The following information should also be submitted: the names of everyone on the team, city (or cities) of residence, any university affiliation, plus phone/email contact information. The participants should also include a brief description of the video concept in less than 200 words.
VI. Judging Procedure and Criteria
1) Judging Procedure:
All videos are placed online, with voting beginning on February 5th. Online voting will close on February 11th. A video watch party will be held on February 13th where top videos will be viewed, judges submit their scores, and winners are announced.
Online voting counts for 35% of the total score, while the judges panel counts for 65% of the total score. Nobody will know the final scores or winners until the final announcement is made.
2) Judging Criteria:
The judging system is weighted so that people with different levels of technical skills and equipment can participate and compete. A minor portion of the score is related to the technical details of the video (image resolution, HD or standard definition, etc), while a much higher portion of the score is related to the actual story of the video, the issue, and framing.
(1) technical score (sound quality, video quality, editing quality): 30%
(2) content/story score (story line, clarity of issue, compelling storyline, image framing, etc): 70%
VII. Prizes
Top Prize: $300 gift certificate at video store
Second Place: $100 gift certificate at video store
VIII. Copyrights of the selected entries
Any use of any material that the entrants do not have full legal access to use automatically disqualifies the entry from participation in this competition. We encourage people to use their own sounds and content, local musicians and music groups (who could quickly grant permission to video makers) and other kinds of supporting content, and to use content that is licensed under appropriate Creative Commons licenses or other licenses that permit this kind of use.
1). All the entrants must have the full copyright of their completed entries (and all components of the videos, including images, sounds, music, etc). In the case that any entry violates another's copyright, the entrant should take all the relevant legal responsibilities and the Organizing Committee of Hibr has no responsibility for this. The organizing committee has the right to exhibit, promote and utilize the award-winning entries for free.
2) All the entries' concepts and schemes of moviemaking are protected by the relevant intellectual property laws and regulations of Lebanon. All the selected entries' copyrights and other rights and interests of intellectual property are owned by the committee. The entrants maintain authorship over the videos, and all places the video is made available will show fair attribution of the video's producers.
